Leah Lagacy is the Brand & Engagement Manager at Peter Lucas Project Management. With more than two decades of experience in administration, strategic leadership, change management, public participation, and stakeholder mediation, Leah brings a wealth of insight into how robust stakeholder engagement shapes effective decision-making. Her extensive background includes expertise in labor relations, communications, marketing, and public engagement. Leah’s approach emphasizes collaborative planning, open dialogue, and inclusive governance, making her especially well-suited to guide organizations on balancing competing interests and achieving consensus toward shared goals.

Presentation Overview:
This presentation is designed to strengthen project experts’ knowledge of how engagement frameworks—particularly the International Association of Public Participation’s (IAP2) Public Participation (P2) Spectrum—can improve the quality, transparency, and sustainability of project decisions. As a speaker, Leah offers real-world experience combining corporate-style management with community-centred values. She brings both practical know-how and a values-driven perspective on how engaging stakeholders throughout a project’s lifecycle can inform better decisions, reduce risk, and build long-term trust.

The Spectrum outlines five levels of engagement, from simply informing stakeholders to empowering them to make decisions.
